Unusual 28mm heavy bevel edge chisel. (43180)

I’m unsure whom may be the maker of this fine chisel, the logo is a framed bow saw within a heart and a date of 1823, it could be associated with the Swiss knife blade maker Carl Elsener more so associated with Victoriox? The clean steel is very thick full length of this tool measures 320mm. A lovely unusual shaped beechwood handle.
